Milwaukie City Council held an April 14 study session focused on a proposed three-tier water rate design to fund PFAS treatment and to rebalance cost-of-service between single-family, multifamily and commercial customers; staff were asked to produce low-income customer usage data ahead of a June 2 vote. The meeting also reviewed the biennial fee schedule, including recent payment-card and public-safety fee results and several proposed fee adjustments.
