The Encinitas Planning Commission reviewed a city-initiated implementing ordinance and objective design standards to implement state housing laws (AB 2011 / SB 6). Staff and consultants described the grant-funded project and technical standards; commissioners debated administrative exemptions, open-space and landscaping minimums, rooftop amenities and material rules and voted to forward recommended revisions to the city council.
