Dayton City mayor and council held a work session to review fire-department staffing models, projected call volumes and the budgetary trade-offs of moving from a paid-on-call system toward scheduled or full-time staffing. Staff were asked to produce baseline ‘unbaked’ actual-cost scenarios, a risk-ranking of call types, and clear job descriptions before policy decisions.
