The Waxahachie City Council met for a regular session that included approvals of zoning permits (a Frost Bank drive-through and a tattoo shop), passage of a development agreement and a $6.4 million high‑school road construction contract, and a lengthy debate that ended in defeat of an ethics ordinance restricting use of an official title for political purposes. Public comment urged designation of the Ellis County Rural Heritage Farm as a Texas Historic Commission site and councilmembers raised concerns about data center impacts and a possible moratorium.
