Rowlett City Planning and Zoning Commission met June 24, 2025, and recommended approval of a 53-lot planned development (Alfred Estates) with added tree-planting commitments, narrowly approved a 61-unit downtown mixed-use building, and approved three smaller land-use items including a site encroachment, a vehicle service special use permit, and a large tree-removal permit for the Trails at Cottonwood Creek project.
