The Vermont Senate Institutions Committee heard from John Murad, commissioner of the Vermont Department of Corrections, on H.550 (gender identity policy and PREA standards). Murad told the committee he is not aware of assaults by transgender women in Vermont facilities, said many provisions mirror existing DOC policy, and warned codifying older PREA language could reduce flexibility. No vote was taken.
