Mayor (speaker 1) called the meeting to order, welcomed a visiting Boy Scout troop and introduced an invocation by Archbishop Slater followed by the Pledge of Allegiance. The mayor reminded attendees about speaker time limits and device silencing.
Goldsboro City Council recognized several community observances, appointed and introduced a new deputy police chief, approved the voluntary annexation of 51.42 acres (Stoney Creek), awarded contracts for pavement preservation and public-safety building improvements, received a presentation on a regional wastewater merger study and directed staff to pursue the city-led merger option (Option B), and heard the manager's proposed FY2026-27 budget with a public hearing set for May 18.
