Upland City Council held its May 11 meeting, where the council introduced and approved first reading of an ordinance restoring mobile-home rent-review protections after staff acknowledged a prior rescission error; the council also approved a five-year contract for the Lehi Festival and heard presentations on a new citizen app and a Discover Upland gift-card program.
