Howard County Council held a lengthy legislative session that opened with an honorary resolution for Deborah O'Byrne and moved through a large package of zoning, school-capacity and infrastructure bills — most notably ZRA 180 on composting/wood-waste recycling and an amended Adequate Public Facilities ordinance (APFO).
