At a special City Council meeting on April 15, Mayor Smiley presented a proposed budget that includes a $25,000,000 housing bond, up to $3,000 emergency rent-relief grants, new code-enforcement positions and public-safety investments; the council approved several procedural motions to take up off-docket business, table items 4–10 and then adjourned.
