Consultant Brian Manns told the Edgewater City Council during a required second extraordinary circumstances workshop that a recently completed stormwater master plan identifies roughly $99.6 million in near-term capital needs and recommends raising stormwater impact fees above statutory phased limits; the council did not vote and would need unanimous approval at a future public hearing to adopt the higher fees.
