Planning Commission finds 1908 Front Street amendment consistent amid mixed views on compatibility

The Planning Commission voted unanimously (8–0) to find HCCPA 26-15 (1908 Front Street) consistent with the unincorporated Hillsborough County comprehensive plan and forward the recommendation under applicable procedures. Staff recommended the amendment be found inconsistent, citing Valrico community-plan goals and compatibility concerns, but commissioners ultimately moved for a finding of consistency citing specific land-use objectives.

Lillianne Linehan, planning commission staff, explained that the privately initiated amendment seeks to change the site’s future land use from Residential 4 (max 4 du/acre, suburban) to Residential 12 (max 12 du/acre, urban), increasing development potential from a maximum of one dwelling unit under current guidance to up to three dwelling units under the proposed designation. Linehan said staff found the request inconsistent with several policies focused on compatibility and maintenance of Valrico’s rural/suburban character.

Applicant Bridal Mirales said the 0.25-acre site limits scale and that the request aims to add modest infill housing "while respecting its vision of compatible suburban character" and that approval would not guarantee three units without subsequent site-plan review. Commissioners weighed infrastructure capacity, nearby commercial uses and a railroad easement and debated whether the request constituted spot zoning. Ultimately a motion to find the amendment consistent, citing objectives 2.1, 2.1.1 and 2.1.2, passed on a roll-call vote of 8–0.
