Costa Mesa council sets Fairview plan limits, bars road through golf course and requires more on-site open space

After a marathon hearing, the Costa Mesa City Council voted 7–0 to approve revised directions on the Fairview Developmental Center specific plan: align affordable-unit counts with the housing element, set a higher minimum of on-site open space, require 15,000–35,000 sq ft of commercial, and prohibit cutting a new city road through the municipal golf course without return to council.

Costa Mesa’s City Council on Sept. 15 adopted a package of modifications and directions for the Fairview Developmental Center (FDC) specific plan after more than five hours of staff presentation, questions and public comment. Mayor John Stevens moved a motion — seconded by Mayor Pro Tem Manuel Chavez — that the council carried 7–0.
