Mayor Cassie Franklin opened the Sept. 16 meeting with a proclamation honoring Lawrence "Larry" O'Donnell and multiple regional announcements. "Now, therefore, I, Cassie Franklin, mayor of the city of Everett, do hereby proclaim 09/12/2026 as Larry O'Donnell Day," she read, describing his decades of service to Everett schools, historical preservation and community organizations.
