Council debated and adopted a resolution urging the city administrator and city leadership to refrain from signing nondisclosure agreements (NDAs) with data-center developers and to notify council of any early-assistance requests or permit applications for data centers with a current or projected power draw of 20 megawatts or more (Document 2026-299). The resolution, sponsored from the Housing and Permitting Committee, included an amendment clarifying the council's intent to pursue a moratorium or zoning restrictions on hyperscale facilities.
