Developer representative Ian Heuer pressed the board for clarity on whether single‑family lots that previously obtained Construction Stormwater General Permit (CSGP) approval remain subject to county Chapter 300 detention standards. Heuer said engineering for the Bell property showed runoff would be reduced under the proposed design and argued a pre‑vs‑post analysis should obviate detention requirements.
