Planning Director Shannon Springer told the court that property owners, including Larry Whitten of No Tellum Ranch LLC, requested physical addresses be assigned to non‑habitable structures and vacant parcels to accommodate business mail and delivery needs. Springer said the requests seek deviation from the strict requirements of Ordinance 92‑03, citing emergency response and zoning implications.
