Bill Echols (speaker 10), who identified himself at the podium as a city employee, told the council he recently completed training and obtained a Class C water license and expected a small one-step pay increase consistent with past practices. He said he was told by staff that the raise would not be granted due to changes in personnel decisions and asked the council to consider the matter: "I just want what's coming to me... I stood up on my end of the bargain," he said.
