Jeff Moore, a Westchester firefighter and former local union leader, told commissioners he was speaking in support of the Butler County Emergency Management Agency and asked them to resist structural changes that he said could divide city and township stakeholders. He said the EMA provides affordable, appreciated services and urged personal support from each commissioner.
