Commissioners warn development-exclusion areas could limit future trails in Sabani property
Commissioners pressed staff on whether the Sabani Trust's development exclusion areas would bar trails and thereby complicate the Recreation Master Plan; staff said trails were not analyzed and adding them would require new CEQA review, while the applicant said it would coordinate with the REC plan.

Commissioner John Park raised concerns that the proposed development exclusion areas on the Sabani Trust property—drawn to protect environmentally sensitive habitat (ESH)—might preclude construction or maintenance of trails, including horse trails that could link to the county Recreation Master Plan. "So when we did that site trip... I'm just talking about enough for a horse or a human," Commissioner Park said, describing the type of trail he envisioned.
