City staff reminded the council that the current comprehensive plan expired in 2025 and summarized the RFP process: four proposals yielded two finalists. Staff said Olsson’s revised proposal lowered cost to about $155,000 with roughly 928 project hours; the competing firm reduced its price to about $141,000 but cut a significant portion of public-engagement work.
