Staff told the board the ADU draft requires paved fire-department access at least 20 feet wide, a hydrant within 400 feet capable of at least 1,000 gallons per minute, and compliance with fire-code and sprinkler rules. The draft also bars ADUs in Chesapeake Bay Critical Area buffers, wetlands and designated wellhead-protection zones, and triggers forest-conservation compliance if more than 5,000 sq ft of vegetation is cleared.
