Bob Gaffer of MLS Engineering told the board the applicant intends to construct a 125,000‑square‑foot building on an 85‑acre property at 6610 County Road 60 in St. Joe. Gaffer said the existing detention feature north of the building was never intended as a detention pond but contains an isolation/control valve that can be shut to contain spills; the proposal calls for reshaping the pond, adding several 48‑inch high‑flow pipes beneath a proposed access road, and matching proposed outlet flows to existing flows.
