Administrative Services Director Barbara Martin presented two side‑letter agreements affecting staffing classifications at the city animal shelter and risk-management functions. The first would move the animal‑services manager into the Chico Management Employees (CME) bargaining unit and add three animal‑services classifications to UPEQ Local 792.
