Bob Martin spoke during the public-comment period to raise safety concerns about traffic near the Blotnik Bridge and Belknap Avenue. He said drivers entering from the bridge approach the intersection at speed and frequently become trapped when signals at Tower & Belknap and Belknap & Banks change, causing lengthy backups that block other movements.
