Engineering staff asked the council to approve five-year extensions of qualification-based selection (QBS) contracts with OHM Advisors, Hubbell, Roth & Clark, Spalding & Decker, and Anderson, Eckstein & Westrick, arguing that consultant continuity lets the city pursue time-sensitive federal and state grants and complete complex designs.
