Commissioners spent considerable time debating the phrasing of the transportation element’s goals, especially whether to 'support' or 'require' sidewalks, pathways and other walkable infrastructure in new development. One commissioner argued for stronger language, saying new developers should be required to include sidewalks and walking paths, while others cautioned that the comprehensive plan is not itself regulatory and that requirements must be implemented through ordinances and subdivision-code updates.
