City staff introduced MIG principal John Fines, who presented an overview of a Title II ADA self‑evaluation and the resulting transition plan. Fines described the project scope — auditing policies and programs, surveying public facilities and rights‑of‑way, and involving people with disabilities in planning and decisions — and stressed that access is a civil right under the ADA.
