Code enforcement raises RV, driveway and trespass protocol concerns; staff to research ordinances

Code Enforcement Officer Laurel reported multiple resident complaints about recreational vehicles, boats and other parked vehicles visible from neighboring lots and said the village lacks a clear local ordinance defining driveways or setbacks. She suggested the council consider whether to pursue new language and asked if staff should research how neighboring communities address such issues.

Laurel also discussed specific enforcement efforts: she has sent certified notices to a downtown property owner (JVI) and received at least one notice returned undeliverable; she told council she would continue follow-up. On enforcement methods, Laurel clarified the office's practice: “I will not and do not trespass on private property without an owner's permission or a warrant,” and said she would involve law enforcement if a warrant is needed. The council asked staff to gather sample ordinances from nearby communities for consideration.
