District staff told trustees the long-standing contract with Harlo's Transportation must be put out to bid because the proposed renewal would exceed the state's 12% automatic-renewal threshold due to COVID-era cost increases. "It is necessary for us to put it out to bid," staff said, and the board voted to open the bidding process immediately.
