Council keeps policy: Richmond will not expand routine culinary water service outside city limits

After staff reviewed statute and service-area implications, the Richmond City Council unanimously decided not to change its policy against providing culinary water to properties outside city limits, citing capacity, annexation, and maintenance concerns.

The Richmond City Council discussed Part 14-160 of the municipal code, which states: "Under normal conditions, culinary water will not be provided to users living outside of the legal city limits of Richmond City." Justin Lewis explained the state requirement to create a service-area map when supplying water outside city limits under Utah Code §10-7-14 and warned that once designated, parcels in the area generally cannot be denied service.
