Staff presented RZ191213 as a request to rezone roughly 1 acre at 874 Fairview Road from rural residential to rural business to allow a micro-scale artisan farm stand and bakery. Charles told the commission that the rural business district (citing Pickens County code section 67-72 item 9) is intended to provide limited commercial opportunities that preserve rural character. Staff recommended approval with conditions that include owner-only operation, a retail structure under approximately 32 square feet, no outdoor seating, no heavy deliveries, and on-site parking only.
