Councilmember Eric Burnside asked staff to clarify what level of spending requires formal bidding and what may proceed on the basis of quotes. Interim Borough Manager David Nyman said procurement rules "change from year to year" and that "I know that it is close to $20,000 or slightly over. So up to that amount all you need is three quotes"; he said he would confirm the exact threshold the following day.
