The full story

City Manager Todd J. Campbell and staff described a Community Development Block Grant application to the Michigan State Housing Development Authority (MSHDA) with two components: downtown rental conversions (targeting three buildings: Bruno’s, Alibi and Ethan Painter’s) and a homeowner rehab program. Staff said the initial downtown allocation discussed was $580,000 and the homeowner portion $200,000 (maximum $25,000 per home). A subsequent MSHDA correction increased the total to $951,219 including administrative funds (administration capped at 17%, enabling homeowner funds to rise to $233,000 and an administrative allocation of $138,210). The application deadline is Aug. 21; projects must be completed within 24 months.
