A developer and Bingham Township deputy supervisor told the commission cooperative municipal relationships matter for attracting large development and that township and city water quality work is already aligned. Public comments reinforced commissioners' request for hard data before changes.

During the public comment period, Todd Krajniak, director of acquisitions for Interstate Capital, told the commission that developers "immediately assess the tone and collaboration level among township, county, and city governments" and that projects can be halted if local governments appear non-collaborative. Krajniak said developers he represents evaluate municipal collaboration when considering 100–800-acre projects and urged policies that would support a $20–$40 million local development.
