District staff told the committee they intentionally pared back Fund 4 capital projects this year, favoring urgent repairs while the district completes a master facilities plan with DLR. The presenter said some previously planned projects were deferred so the district will not invest significant capital in buildings that a master plan might recommend selling or repurposing.
