Council members were informed that a KEPS Technologies fiberoptic installation damaged a storm sewer on Spring Street and caused the street to collapse. Representatives said the Kent County Road Commission and Kent City Department of Public Works coordinated immediate repair efforts; the top layer of asphalt is estimated to be placed next month.
