A Burns & McDonnell meteorologist told the Peoria County ZBA that WinPro modeling for the 4 Creeks/ Repsol project predicts 56–64 nonparticipating parcels (and one community building) could receive more than the Illinois/Peoria County 30-hour annual shadow-flicker threshold; the firm recommends using model outputs to program SCADA curtailment.
