A resident who identified himself as Kipfer told council he had taken over a property long used for drug activity and had inherited a large amount of trash and debris. He said the city had issued a 14-day compliance notice for junk and litter and asked why the city did not make a trash voucher available for lower-income residents who cannot afford landfill costs.
