Council members emphasized the need for precise staffing definitions so performance can be measured and accountability maintained. Members said the working ideal is a paramedic plus an EMT on each ambulance and asked that monthly reports include days below the two-crew minimum, crew composition and credential levels, call load per crew, and indicators of workload strain.
