Kearney alters zoning rules: smaller lot options, new R1B district and parking changes
The board approved amendments to Chapter 405 (Bill 8-2025) to reduce lot sizes, create an R1B district, increase multi-family parking from 1.5 to 1.7 spaces per unit, and remove accessory dwelling units from the current ordinance for separate consideration.

Community Development Director David Pavich presented zoning code amendments intended to meet board priorities by reducing lot sizes in some districts and adding flexibility for commercial and industrial zones. He said planning and zoning recommended a package of changes after revising the draft presented at prior meetings.
