Marty Koistra and Chris Hermans updated the committee on the Washington Starter Home demonstration and related financing work. Koistra said Commerce will release an RFP to select two jurisdictions to host demonstration sites, each testing a different off‑site methodology (3D volumetric, panelized or hybrids), with each site proposed at roughly 30–44 for‑sale homes targeting low‑ and moderate‑income buyers. "We're looking for 2 sites, 2 distinct jurisdictions, 30 to 44 sale homes," he told the panel.
