Frederick County liquor board members debated formal enforcement options — including pulling an event's alcohol license if the contracted security plan is not met — and discussed putting staffing conditions on the record to make enforcement effective.

Board members said the only way to compel compliance from fair operators or their security vendors is to put staffing requirements into the record and make them a condition of any license to sell alcohol. "Pull alcohol license if they don't have at least X number of security," one member said during the discussion.
