Commissioners authorized staff to begin Phase 1 technical and administrative zoning code amendments and asked staff to use an existing Clarion credit (about $10,000) to scope a broader Phase 2 of policy changes and public engagement. Phase 2 will include consideration of a county future land‑use map and will require extensive outreach.

At a Sept. 16 work session, the Douglas County Commission heard staff lay out a two‑phase approach to implement recommendations from a Clarion diagnostic of the county zoning code. Zoning and Codes Director Tanya Voigt said Phase 1 would be staff‑driven and focus on administrative and technical corrections, while Phase 2 would address broader policy matters with consultant assistance and extensive public engagement.
