Board members repeatedly asked whether provisions in the draft would become enforceable law. Vice Chair Brand and others pressed staff on whether the document contains regulatory language and how implementation would work. Taylor Reynolds answered clearly: "Right at this point, it would not be regulatory. They would operate as any other guideline that we have today."
