Double J emerges as apparent low bidder; contractors called project "complicated"

Staff told the committee that two bids were received and the apparent low bidder is Double J Construction, which previously completed West Main phase 1. "They're a local contractor. They actually did West Main phase 1 for us," Rhodes said.
