Commission adopts revised traffic plan for ‘below the bluff’ area after resident input
After a yearlong trial and neighborhood survey, the commission approved Option 2 — a modified two-way model with targeted one-way blocks, added fencing and signage, and continued county coordination for lot closures — to reduce congestion and improve emergency access at Silver Beach this summer.

Staff summarized last summer’s one-way experiment below the bluff and described outreach to residents. A survey of Below The Bluff residents returned results showing a majority preference for a modified model (Option 2) that preserves some two-way access while keeping pedestrians routed to the north-side sidewalk and the fountain path.
