Council directs changes to procurement code to give manager more routine authority
Council instructed staff to draft an ordinance updating procurement limits so the Town Manager can approve routine budgeted expenditures and emergency spending (Manager proposed emergency authority up to $35,000; RFP requirement for projects under $10,000 to be replaced with three quotes).

Town Manager Suzanne Harvey told the council the procurement code has not been updated in years and that past dollar thresholds no longer reflect current costs. Harvey proposed removing the RFP requirement for projects under $10,000 and instead requiring three quotes, and she suggested the Town Manager be authorized to approve emergency expenditures up to $35,000.
