Several board members pushed back on the 45,000-square-foot baseline used in the staff example and said changing assumed size materially alters project economics. One councilwoman said, "I just think, you know, we change the math by changing this from 45,000 square feet to 30,000 square feet changes the economics of this tremendously," arguing staff should model smaller footprints and phased renovations.
