Joel Ryan said the current federal rulemaking — open for comment through Oct. 6 — would "strip about 70% of the standards away from the Head Start program," including disability supports, ratios, mental health and parent engagement requirements. He described an ongoing national campaign of concern and said the association is preparing formal comments and considering litigation to preserve program standards.
